The acquisition of the land for the construction of the Jean-Pierre Pescatore Foundation included military works from the Berlaimont and Charles forts. In 1875, the site hosted a large agricultural and horticultural exhibition. The southern part was to be reserved for public promenade and was divided into two sections, the quinconce to the left of J. P. Pescatore Avenue and the creux garden on the right side. It's here that Édouard André showcased his landscape engineering talents that earned him the design of the parks in Ville Haute.
