In the third century BC, Ying Zheng, heir to the Kingdom of Qin, dreams of building a vast empire by unifying the six neighboring provinces. His concubine and childhood friend, the Lady of Zhao, wants to convince him to unite the kingdoms through peaceful means. She therefore persuades him to foment a false assassination plot against her, which would justify the takeover of the Kingdom of Yan.
