Reimagining Institutions for Inclusive Communities. As migration waves reached their peak in 2015, Europe adopted policies to welcome migrants and asylum seekers. Refuge and migration significantly impact cities' built and social environments. In Luxembourg, which is characterized by a population largely from migration backgrounds, many new refugees reside in reception centers, often hindering their journey to citizenship, primarily due to the housing crisis. With uncertain residency status prolonged to feel permanent, refugees lose hope in integrating as active city participants, adopting alternative lifestyles to adapt to their new reality.
The 'Municipality 101' exhibition explores a spatial proposition envisioning a more active role for refugees in life in Luxembourg. The concept of a 'new municipality' numbered 101 highlights the dynamics of refugees during their post-arrival phase, showcasing how public policies and social structures influence this demographic. The aim is to create an inclusive platform where all, including refugees, actively participate.
This initiative advocates for open integration, liberating spaces for dignified housing, and fostering civic engagement, ensuring refugees are acknowledged as active contributors rather than mere aid recipients.
